The provincial people's government shall formulate the minimum wage standard in accordance with the regulations, and the people's government at the prefecture level and above shall determine the minimum wage standard of the city in the minimum wage standard published by the provincial people's government.
The amendment merges the two provisions of the original Regulations into one article. The original "Regulations" stipulate that "the minimum wage shall be determined by the municipal labor and social security department in conjunction with the municipal state-owned asset management department, the municipal federation of trade unions and the municipal general chamber of commerce, and shall be submitted to the municipal people's government (hereinafter referred to as the municipal government) for approval."
