Industrial workers are an important part of the skilled talent team, the backbone of innovation-driven development, and the vital force for the implementation of the strategy of manufacturing power. In the context of the in-depth development of a new round of scientific and technological revolution and industrial transformation, it is necessary to let industrial workers go through the road of "from workshop to university" to cultivate knowledge-based, skilled, and innovative industrial workers, and to cultivate more craftsmen and high-skilled talents from major countries.

2016年以來，各地持續開展“求學圓夢行動”，資助240多萬名農民工實現學歷與能力提升，取得了良好效果。《意見》在此前開展求學圓夢行動的基礎上，將行動實施對象從農民工擴大到產業工人，並提出到2030年，資助不少於300萬名符合入學條件的產業工人提升學歷與能力。要倡導產業工人樹立和踐行終身學習理念，養成善於學習、勤於思考的習慣，主動提升學歷與能力，讓職場道路變得更加寬廣，讓未來充滿無限可能。
