OC (Operation Certificate) is a qualification certificate issued by the Civil Aviation Administration of China to operators, indicating that enterprises have the ability to carry out commercial flights safely and compliantly. If the low-altitude economy is compared to "building a car", the three airworthiness certificates (TC/PC/AC) solve the problem of "car can be built", and OC determines that "car can be on the road". OC is used to confirm that human-carrying aircraft meet safety standards and operational requirements. Enterprises holding OCs can conduct commercial operations in approved areas and provide paid manned operation services.
