During the on-site visit, the reporter saw the "Reply to the Question of the Resident Representative of Building 4 of the Second Phase of the World Trade Center" posted on the outer wall of the construction area, in which there were many questions raised by the residents: whether the opening of the center must be approved by the residents of Building 0; whether the center occupies public access and the hidden danger of outsiders entering the community through the road; whether the centre will only serve WTO Phase 2 residents; Whether the center meets the fire protection conditions of a 0A nursing institution, and whether there are beds for day care.

A staff member told reporters that they had previously explained to the owners that the first floor of the construction of a home care service center (about 670 square meters) and a family doctor studio, after the completion of the home care service center by a professional service organization, the service content includes elderly meals, bathing, chess and card activities, day care, etc., no accommodation beds, no residential services, not the owner understands the "nursing home".

In the "Reply to the Question of the Resident Representative of Building 9 of the Second World Trade Center", it is also mentioned that the first and second floors of Building 0 are not residential, the property owner is the Xiaguan Sub-district Office, and its planned use is "public facilities (community)", the use of the house has not changed, and the community home care service center is also non-commercial, which is of a public welfare nature, in line with the original planned use, so there is no need to ask for the consent of the owner of Building 0. In addition, the first and second floors of Building 0 have independent entrances and exits, and the emergency fire escape is also set up independently, which is not shared with the residential buildings with more than three floors.

"We also invited some residents to visit the environmental facilities, management and operation mode of the home-based elderly care service center on the first floor of the surrounding streets and high-rise residential buildings in Nanjing." A staff member of Xiaguan Street said that the actual demand for residents' elderly care services is very large, and there are corresponding standards for the construction of home-based elderly care service centers, and it is not easy to choose the right location.
