Schools and kindergartens that violate the requirements will be dealt with severely

Sun Huichuan, food safety director of the State Administration of Market Supervision, said that schools, childcare institutions, elderly care institutions, hospitals, canteens and other centralized dining units have a high degree of social concern about food safety and have always been the top priority of food safety work. The promulgation of this regulation is an important means for the management of the food safety system and comprehensive policy of centralized dining units.

The "Provisions" clarify the responsibilities of all parties, and summarize the meal supply methods of centralized dining units into three forms: self-operation of unit canteens, entrusted contract operation, and ordering meals from meal providers. For entrusted contract operation, the dining unit and the contractor should bear the responsibility for food safety in accordance with the regulations, and resolutely control the phenomenon of "one package" and "only one package".

The "Provisions" emphasize the responsibility of school canteens, and subdivide the situation that unit canteens, contracted enterprises, and feeding units are equipped with food safety directors and food safety officers in accordance with the law. Among them, the school and kindergarten food safety implementation of the principal (principal) responsibility system, with food safety directors and food safety officers are also stricter than other centralized dining units such as canteens.

Unit canteens, contracted enterprises, and catering units must strictly implement the work system of "daily control, weekly inspection, and monthly scheduling". It is clear that schools and kindergartens that violate the requirements of the "Provisions" shall be dealt with severely. The "provisions" also put forward that schools and kindergartens that meet certain conditions are entrusted with contract management, and the schools and kindergartens themselves should also be equipped with food safety directors.

In addition, the State Administration for Market Regulation recently revised and promulgated the "Provisions on the Supervision and Management of the Implementation of the Main Responsibility of Food Safety by Food Production and Operation Enterprises" will also be officially implemented from 15 on 0, supplementing and improving the definition of the main person in charge of food production and operation enterprises, food safety director, and food safety officer, and clarifying that the food safety director should be served by the management personnel of the enterprise.
