"If the kite is hung on an ancient tree or ancient building, it may cause damage to the eaves of ancient buildings and ancient trees in the process of taking the line." He believes that from a management point of view, parks or venues should give clear guidelines on whether kites can be flowned, and parks or other venues that allow kite flying can appropriately develop apps or mini programs to inform the flying area and the time when kite flying is allowed. To prevent kite string scratches, the use of colored or reflective kite strings is encouraged. If the park is located in the airport clearance area, rail transit, power facilities, highways, cultural relics protection units, historical buildings, other specific areas and other areas where kite flying is prohibited, it is necessary to strictly abide by the provisions of relevant laws and regulations to avoid threats to aircraft flight safety, high-speed rail, power facilities, high-speed vehicles, cultural relics and historic sites, etc. In addition to the above situation, depending on the specific situation and management regulations of the park, many parks do not have the conditions for kite flying due to the large flow of people, limited activity space, dense tall trees, close proximity to surrounding urban roads and buildings, etc., therefore, the park management agency based on public safety and environmental protection considerations, clearly prohibit kite flying, and will be publicized and reminded at the entrance of the park and other conspicuous positions, visitors need to comply with the relevant regulations.

 

She said that the "Beijing Municipal Park Regulations" does not make a "one-size-fits-all" provision for kite flying in parks, and that there are a large number of parks in Beijing, with various types, different scales and locations, and some parks with site conditions that can meet safety management requirements are allowed to fly kites in designated areas, such as Chaoyang Park and Green Heart Park are flat and open, relatively isolated from the flow of people and tall trees, and do not interfere with the environment outside the park to demarcate a special kite flying area; Olympic Water Park, Longtan Park, etc., carry out kite exhibitions, production, performances, flying and other activities during festivals and cultural activities. There are currently more than a dozen different types of parks in Shanghai that allow kite flying in designated areas, and make specific regulations on the opening hours of the venues, the type of kites, the height of flying, etc.
