20世紀80年代，國家相繼建立了住院預交金制度和門診預交金制度。當前，我國基本醫療保障制度逐步健全，資訊技術不斷發展，預交金的相關作用逐步減弱。《通知》要求，2025年3月31日起，全面停止收取門診預交金。同時，降低住院預交金額度，醫保患者住院預交金額度降至同病種個人自付平均水準，自2025年6月30日起執行。
