紅星資本局4月20日消息，“中國北方第一高樓”天津117大廈已於近日獲得新的施工許可，計劃於4月30日復工。

天津117大廈於2008年9月開工，2015年9月實現建築結構封頂。但隨後，專案停工、復工又停工，歷經股權轉讓等重重波折，最終淪為“爛尾樓”。

如今，這座高樓在多方介入下，將復甦盤活。根據施工許可，天津117大廈計劃於2025年4月30日重啟施工，2027年4月竣工。

從施工許可資訊看，工程名稱為天津高新區軟體和服務外包基地綜合配套區中央商務區一期（117辦公樓及商業裙樓）（剩餘工程），建設單位為高銀地產（天津）有限公司，施工時間為2025年4月30日至2027年4月30日，合同價格為56874.813萬元，總面積為418020平方米。

(survey), East China Architectural Design and Research Institute Co., Ltd. (design), China Construction Third Engineering Bureau Group Co., Ltd. (construction), and Shanghai Construction Engineering Supervision and Consulting Co., Ltd. (supervision).

The single project of the resumption of work is 3 towers (0 square meters above ground, 0 floors above ground), commercial corridor (west podium, 0.0 square meters above ground, 0 floors above ground), and commercial corridor (east podium, 0.0 square meters above ground, 0 floors above ground).

天津117大廈故事的起點是2007年2月，當時還叫松日控股的高銀地產以20.26億元與海泰控股簽訂土地收購協定，買下了這組位於天津市西青區和濱海新區中心的地塊。

根據高銀地產的說法，117大廈專案即高銀天下，地上總建築面積約200萬平方米，重點規劃的三大區域包括117大廈中心商務區、富國高銀豪宅，以及天津環亞國際馬球會。整個項目預計於2017年內分期完成，預計總投資90億—100億美元（約合623億—692億元人民幣）。

2008年9月10日，天津117大廈正式開工，花了4年建完地下室部分；2012年開始建設主塔樓，耗時3年。

2014年，國資委官網發佈的《中國建築承建天津117大廈成為我國北方最高建築物》一文提到，（2014年）9月17日，中國建築工程總公司所屬中建三局承建的天津117大廈主塔樓核心筒第84層混凝土澆築完成，標高達到416.91米，超越高415.2米的天津廣播電視塔，刷新天津城市天際線新高度，同時117大廈也成為中國北方最高建築物。

據每日經濟新聞報導，2018年6月，天津市濱海新區區委在回復網友詢問時表示，117大廈的建設計劃在2018年底完成主體結構工程，2019年底完成電梯及幕牆工程，其他專案目前暫無施工計劃。

2019年4月16日，117大廈主塔樓第二節點及幕牆安裝正式啟動，預計當年年底前完成鑽石頂以下玻璃幕牆的全面封閉。

但2020年6月，中國信達公告稱，高銀地產（及合作方）方面仍未按照委託貸款協議的約定償還全部本息，已向有關法院起訴並申請財產保全，請求被告承擔本金15億元及利息、罰息、複利及違約金等共同還款義務，並對被告名下的資產進行查封、扣押和凍結。

2020年8月，天津濱海新區方面表示，117大廈“由於資金問題工程施工緩慢”。
