高某某與王某是初中同學。2015年前後，高某某向王某借款數百萬元未歸還。多次索要無果，王某向法院提起民事訴訟。2017年5月，在橋東區法院的調解下，雙方當事人達成和解協定，約定高某某在半年內分兩次償還欠款560萬元。高某某未按時履行還款義務，法院對其強制執行。法院執行裁定生效後，高某某依然在天津以他人為法人，實際自己經營著公司、餐廳、酒吧等，但拒絕向法院報告財產及財產變動情況，直接將公司和個人收入共計900余萬元用於個人消費、對外投資和公司經營，導致裁定無法執行。

2020年5月，橋東區法院因高某某有履行能力而拒不履行民事生效調解書，對其進行15日司法拘留。此後，高某某不僅仍拒絕執行，還違反法院限制高消費等，為其女兒支付天津某私立學校學費40余萬元。2023年底，經網上追逃，高某某在天津落網。近日，張家口市橋東區檢察院提起公訴。
