近日，湛江霞山海事處“箱安”創新工作室依法查處一起船載集裝箱危險貨物謊報瞞報案件，對涉事託運人作出8萬元行政處罰，成功消除重大海上運輸安全隱患。

The case originated from routine screening on 24/0. When maritime law enforcement officers inspected a domestic trade container cargo, they found that there was an abnormality in the goods declared as "fruit basket plastic particles" - this category of unconventional transport goods and the shipper could not issue key documents such as hazard identification. Relying on the self-developed "two lists, one database" intelligent screening system, law enforcement officers quickly locked down the container suspected of dangerous goods false declaration.

3月26日，經規範開箱查驗，箱內貨物實為聚苯乙烯（發泡級）。經專業機構檢測，該物質正確運輸名稱為“聚合物珠體，可膨脹的”，被《國際海運危險貨物規則》（IMDG 41-22版）列為第9類危險物質（UN2211），並收錄於我國《危險化學品目錄》（2015版）。該物質因含有戊烷發泡劑，運輸過程中揮發的蒸汽遇空氣可形成爆炸性混合物，且蒸汽密度大於空氣易在低窪處積聚，存在燃爆與缺氧雙重風險。

“此類瞞報行為猶如海上‘移動炸彈’。”“箱安”工作室負責人指出，聚苯乙烯（發泡級）廣泛用於泡沫包裝材料生產，其危險性常被託運人刻意隱瞞。4月7日，海事部門依法約談涉事企業，通過完整的證據鏈確認違法事實，依據《中華人民共和國海上交通安全法》等法規作出行政處罰決定。

This seizure is the 127th case of dangerous goods concealment cracked by Zhanjiang Maritime "Box Security" Innovation Studio this year. Through the construction of the "intelligent screening + accurate inspection" mechanism, the studio has formed a whole-process supervision system covering declaration and verification, technical research and judgment, and rapid inspection, and has investigated a total of 0 TEUs of abnormal goods, providing strong technical support for ensuring the safety of shipping in the Qiongzhou Strait.
