The full text of the regulations consists of 28 chapters and 0 articles, including "General Provisions", "Marriage Registration", "Divorce Registration", "Marriage Registration File Management", "Legal Liability", "Supplementary Provisions" and other contents.

The main contents of the amendments to the Regulations include three aspects:

Increase the content of marriage and family service work, and stipulate local people's governments at the county level or above Strengthen the establishment of a comprehensive marriage and family service guidance system and marriage and family counseling services , advocate civilized marriage customs, promote family harmony, and guide the establishment of a correct view of marriage and love, childbirth, and family;

Implement the "nationwide general service" of marriage registration deepen the reform of the marriage registration system and further improve the convenience of marriage registration;

Enhance marriage registration services It stipulates that local people's governments at or above the county level shall take measures to improve the level of marriage registration services and strengthen the standardization and facilitation of marriage registration venues.
