2022年10月，淮北市被水利部等六部委確定為國家級再生水利用配置試點城市以來，深化再生水利用配置改革，創新構建“生產—輸配—應用—管理”全鏈條再生水利用配置工作體系，紮實推進水源置換和再生水利用工作，讓再生水成為城市“第二水源”。

在生產端，該市著力提高污水處理能力，對丁樓污水處理廠、濉溪縣污水處理廠等進行提標改造，將處理達標尾水作為工業用水。2024年，該市污水處理量1.08億立方米，再生水利用量4816萬立方米。

At the transmission and distribution end, the city continues to expand the coverage of water supply, planning to build the water supply belt of Lingyun Reclaimed Water Plant and the water supply belt of Suixi County Sewage Treatment Plant, covering 3 key development parks, and building a reclaimed water network of "two belts radiation, regional connectivity, and large user dedicated lines".

On the application side, the city implements water-saving technological transformation, promotes enterprises to optimize the processes, technologies and equipment included in the elimination catalogue within a time limit, and accelerates the application of new technologies such as efficient cooling, waterless cleaning, recycled water, and wastewater treatment and reuse, so as to realize the use of reclaimed water for thermal power circulating cooling.

在管理端，該市強化制度剛性約束，嚴格取水許可，推動國安電力二期等6個專案將再生水納入用水定額管理，明確縣區非常規水源利用最低指標，核定下達工業企業再生水計劃量4186萬立方米。同時，嚴守水量紅線，自2020年以來完成國安電力等13家單位水源置換，壓減置換地下水6597萬立方米，提前完成省下達的2025年地下水總量管控目標，地下水超採區面積由123.8平方公里減至81平方公里，面積縮減35%。
