Recently, the Ministry of Education issued the "Measures for the Application of the National Comprehensive Platform for Supervision and Service of Extracurricular Education and Training" (hereinafter referred to as the "Measures"). The Measures focus on giving better play to the role of the National Integrated Platform for Supervision and Service of Extracurricular Education and Training (hereinafter referred to as the National Platform) in serving the society and supporting supervision, and strive to protect the legitimate rights and interests of parents, students and all parties.
The "Measures" clarify the functional positioning of the national platform and promote large-scale application. It is emphasized that the national platform is a unified public service platform for off-campus training, and provides technical support for the whole-process supervision and service of off-campus training through one network (official website) and three ends (parent-side app, institution-side app and management app). Support parents and students to select courses, pay, refund, evaluate, and complain through the national platform, and protect their legitimate rights and interests. Support training institutions to directly settle in or access the national platform in accordance with policy requirements and technical standards, and introduce, display, and sell relevant courses and services through the national platform. Support the competent departments to rely on the national platform to carry out work such as pre-fee supervision, risk early warning, and law enforcement supervision, and increase the level of digital intelligence in the supervision of off-campus training.
The Measures clarify the responsibilities and powers of relevant parties and promote extensive consultation, joint contribution and sharing. It stipulates that the administrative department of education under the State Council is responsible for the optimization, operation and maintenance of the national platform construction, improving relevant policies and supporting documents, and formulating unified technical standards. The provincial, municipal, and county competent departments are responsible for the promotion and application of the national platform in their respective regions, and include all online and offline training institutions in their respective regions in the entire process supervision of the national platform. Banks and other capital regulators, relevant application parties, etc., adapt to the national platform according to unified technical standards to achieve data interconnection.
The Measures build a hierarchical service guarantee system to improve the level of support services. The national platform has set up a special service team to coordinate the construction of the service guarantee system, organize relevant training on a regular basis, and be responsible for dealing with technical access and other related issues for all types of users at all levels. Administrative departments for education at all levels and relevant management departments are to provide corresponding personnel services, and are responsible for the interpretation of extracurricular training policies, the management of training institutions, and the application of parents and students in the region. The training institution provides dedicated customer service services. All relevant parties are responsible for the service guarantee related to the content involved, and jointly improve the service guarantee level of the national platform.
The "Measures" stipulate that the relevant departments rely on the national platform to implement the national fund supervision requirements in conjunction with the fund regulators, establish a credit supervision system for training institutions, actively explore new scenarios for intelligent supervision of off-campus training, and improve the efficiency of supervision. All relevant entities and related parties should establish and complete strict information security systems, strictly implement responsibility for protecting data security, and use relevant data in accordance with laws and regulations to ensure information security.
The "Measures" proposes to encourage universities, scientific research institutions, industry enterprises and other social forces to support the resources, technologies and services required for off-campus training supervision and services, improve the efficiency of off-campus training supervision services, and support the "double reduction" policy for a long time.
